(1)All vessels within the port shall occupy such berths as may be allotted to them by the Conservator and shall change their berth or remove their vessel from the berth when required by him :Provided that the Conservator may not make an order for changing or vacating the berth already allotted without giving prior notice to the owner of the vessel.
