(4)Budget estimates. - (a) The District Authority shall on or before the 30th day of September every year prepare annual budget estimate in respect of the ensuing financial year of the estimated income and expenditure and submit to the State Authority, in the format as prescribed in budget manual.(b)The State Authority shall on or before 31st day of October every year prepare annual budget estimate in respect of the ensuing financial year of the estimated income and expenditure and submit to the Government for incorporating in the State Budget in the format as prescribed in budget manual.
