Section 21(f) in The Orissa State Electricity Board (General Conditions of Supply) Regulations, 1995
(f)When the reduction of contract demand is permitted by the Engineer, the effective date of such reduction shall be reckoned from 1st day of the month following the month in which the application complete in all respects was received by the Engineer.
