Section 58A(1) in The Bihar Motor Vehicles Rules, 1992
(1)An appeal under Rule 41, shall be preferred in duplicate, in the form of a memorandum, setting forth concisely the grounds of objection to the order against which the appeal is preferred; and shall be accompanied by a certified copy of that order and a fee prescribed under Rule 44.
