Section 17 in The Port Of New Mangalore Rules, 1976
17. Master etc. to place his vessel in her berth.
(1)All vessels within the port shall take up such berths as may be assigned to them by the Traffic Manager or the Conservator and shall change their berths or move when required by either of the said officers.(2)No vessel shall cast off a warp that has been made fast to her to assist the vessel moving, without being required to do so by the pilot or the Harbour Master in charge of the vessel moving.
