Section 17(1)(a) in The U.P. Pravidhik Shiksha (Admission Conduct of Examinations and Conferment of Certificates and Diplomas) Regulations, 1992

(a)In case of those candidates admitted through Entrance Examination, the Council of Joint Entrance Examination shall only decide transfer of institution on merit basis. This benefit shall be given only in the year the candidate was declared for the admission.
