Section 3(2) in Andhra Pradesh Teachers (Regulation of Transfer) Rules, 2000
(2)The committee shall be the competent authority for posting and transfer of all teachers in High Schools and all teachers except Secondary Grade Teachers in Upper Primary Schools.
