Section 59(1) in The Static and Mobile Pressure Vessels (Unfired) Rules, 2016
(1)(a)An appeal against an order passed by the Controller shall lie with the Chief Controller;(b)An appeal against an order passed by the Chief Controller shall lie with the Central Government;(c)An appeal against an order passed by the District Authority shall lie with the authority superior to him.
