Section 113(1) in The Maharashtra Zilla Parishads and Panchayat Samitis Act, 1961
(1)Notwithstanding anything contained in section 111, a President may convene a meeting of the Zilla Parishad to enable such dignitaries as the State Government may, by general or special order, specify in this behalf to address the Councillors.
