Section 9(a) in The Orissa Subordinate Correctional Service Rules, 1992
(a)Twenty per cent of the vacancies required to be filled up by promotion in a year shall be filled up by selection of eligible ministerial officers working in the offices of District Probation/Sub-divisional Probation Offices, After-Care Offices, Prison Welfare Offices and Central Home.
