Section 16(ii) in Bihar Public Service Commission (Conditions of Service) Regulations, 1960
(ii)if he was not at the date of his appointment in the service of the Government of India or of a State, a Member shall be entitled to draw, for the journey to join his post, travelling allowance as for a journey on transfer.
