Section 5(i) in The Rajasthan Municipal Service (Revised Pay Scales) Rules, 1970
(i)If the pay of the member of the service in the existing pay scale is less than the minimum pay of the revised pay scale, his initial pay shall be fixed at the minimum of the revised pay scale;
