Section 15(1) in Orissa State Youth Welfare Board Rules, 1996
(1)The Executive Board shall organise the District Level Youth Culture Festival and the State Level Youth Cultural Festival in Collaboration with the District Councils, the Orissa Sangeet Natak Akademi, the Orissa Council of Sports and other organisation.
