Perused the dismissal order under challenge. 
           
The plot was given to the complainant by the CIDCO.  It is seen from the judgement under challenge that the appellant made unauthorized construction on the plot of land and same was dismantled by the Government.  In spite of this, another plot was given to the appellant.  The appellant approached the District Consumer Forum after 12 years for replacement of another plot.  The Forum below has rightly observed that the complainant is not a consumer.  Moreover, the complaint is hopelessly time-barred.  There is no continuing cause of action.  The dismissal order is perfectly legal and correct.  In the result, we pass the following order :-
                        -: ORDER :-
1.         Appeal stands dismissed summarily.
2.         Copies of the order be furnished to the parties.
