279. Presentation of report.
(1)The report of a Committee shall be presented to the House by the Chairperson or in the absence of the Chairperson by any member of the Committee.(2)In presenting the report the Chairperson or, in the absence of the Chairperson, the member presenting the report shall, if makes any remarks, confine to a brief statement of fact, but there shall be no debate on that statement at this stage.
