28C. Powers, functions and duties of the Deputy Chairman.
- The Deputy Chairman shall, -(a)preside over meetings of the Council in absence of the Chairman ;(b)exercise such other powers, perform such other functions and discharge such other duties as the Council may from time to time direct ; and(c)exercise such of the powers, perform such of the functions and discharge such of the duties of the Chief Executive Councillor, as the Chief Executive Councillor may from time to time subject to approval of the Council delegate to him by order in writing.]
