Section 3(b) in The Bureau of Energy Efficiency (Terms and Conditions of Service of Employees) Rules, 2017
(b)every appointment to the post in the Bureau equivalent to Group 'C' posts under the Central Government shall be made by the Secretary of the Bureau.
