Section 4(1) in Assam Public Procurement Act, 2017
(1)In relation to a public procurement, the procuring entity shall have the responsibility and accountability to ensure, -(a)effective and timely achievement of the planned outcomes of the procurement without excessive cost over-run;(b)transparency (including consistency, objectivity, predictability openness), fairness (including appeal rights), equality (including nondiscrimination) in relations with the bidders;(c)professionalism, economy and efficiency, from official involved in process;(d)compliance with the code of integrity in public procurement as laid down by the State Government under section 11 of this Act by officer or employee of a procuring entity or a person participating in a procurement process.
