Section 134(1) in The Orissa Motor Vehicles Rules, 1993

(1)
(i)An application for the approval of a new or modified type of meter by the manufacturer of his agent shall be sent to Chairman, State Transport Authority and shall be accompanied by two complete specimens of the meter, a detailed description with drawings of its mechanism and a working specimen of the flexible cable by which the meter shall be driven;
(ii)The Chairman, State Transport Authority shall send the meters to an institute to be specified for the purpose by the State Government in a notification in the Official Gazette, where they shall be subjected to an exhaustive test in order to ascertain whether they comply with all the requirements of the special rules relating to taxi meters and whether they would otherwise be suitable. At least one of the meters shall be opened and such parts removed as may be required for comprehensive examination of the mechanism;
(iii)After the test, one instrument shall be retained in the aforesaid institute, as a sample instrument and the other shall be sealed and returned to the Chairman, State Transport Authority;
(iv)After considering the report received from the aforesaid institute, the Chairman, State Transport Authority shall if he is satisfied that the matter complies with the requirements of the rule relating to taxi meters and is suitable for the purposes, approve the meter and inform the applicant of his decision.
