Section 5 in The Central Electricity Regulatory Commission (Open Access in Inter-State Transmission) Regulations, 2004
5. Criteria for allowing transmission access.
- (i) The long-term access shall be allowed in accordance with the transmission planning criterion stipulated in the Grid Code;(ii)The short-term access shall be allowed, if request can be accommodated by utilising:(a)Inherent design margins;(b)Margins available due to variation in power flows; and(c)Margins available due to in-built spare transmission capacity created to cater to future load growth.
