Section 21(1) in The M.P. Zila Panchayat (Business) Rules, 1998
(1)Whenever it is proposed in the Zila Panchayat to issue any rules, by-laws, notification or order, the draft shall be sent to the Legal Advisor for his opinion as to its legality and for revision, whenever necessary.
