Section 6(2) in Mizoram Liquor (Prohibition and Control) Rules, 2014
(2)Asst. Commissioner or Superintendent of the District shall issue permit for transport of IMFL only after payment of excise duties and pass fee only to -(a)licenced vendors;(b)licenced clubs;(c)licenced persons in charge of Defence or Police canteens.
