Section 17(i) in The U.P. Extension Educators Service Rules, 1985
(i)Suppose, in a service, appointment is made both by direct recruitment (D) and promotion (P) in the ratio of 75 : 25 and, in a particular year, there are 20 vacancies. In such a case, 15 vacancies will go to the direct recruits and 5 vacancies to promotees. After the Selections are made the Combined Select List shall be prepared in the following cyclic order :
