Section 8(2) in Indian Broadcasting (Programme) Service Rules, 1990
(2)Officers who join the Service in any grade after its initial constitution including those mentioned in sub-rule (6) and sub-rule (7) of rule 7 shall rank below the appointed to the Service in that grade under rule 6.
