Section 38(2) in Himachal Pradesh Waqf Rules, 2016
(2)The Returning Officer shall thereafter-(a)place the valid ballot papers in one packet and the rejected ballot papers in another;(b)seal with the seal of the Returning Officer and of such of the candidates, their election agents or counting agents as may desire to affix their seals on each of the packets referred to in clause (a);(c)record on each of the sealed packets the description of its contents and the date of election.
