12. Registrar.
(1)The Registrar shall be appointed in such manner, on such emoluments (the scale not to exceed the scale of a Professor) and other conditions of service, and shall exercise such powers and perform such functions, as may be prescribed.(2)The Registrar empowered by the Board of Governors shall have the power to enter into, and sign agreements and authenticate records on behalf of the University.
