Section 5 in The Rajasthan Ministers' (Travelling Allowances and Use and Maintenance of Conveyance) Rules, 1974

5. Provision for Motor Cars.

(1)The State Government shall provide each Minister with a suitable conveyance.
(2)The conveyance shall be maintained by the State Government and the maintenance charges shall include all day to day running expenses and the pay and allowances of chauffeur.
(3)The State Government shall also meet the cost of petrol not exceeding [2400] [Substituted by G.S.R. 63, dated 23-11-1990, Published in Rajasthan Government Gazette part 4-(c), dated 13-12-1990, page 199.] and [5475] litres per annum and of lubricating oils in respect of conveyance placed at the disposal of a Minister [and Chief Minister respectively] [Inserted by G.S.R. 19, dated 13-5-1986, Published in Rajasthan Government Gazette part 4-C (Extraordinary), dated 13-5-1986, page 71-72.]. For purposes other than official tour conveyance shall be utilised within a radius of 25 kms of the city of Jaipur. If a Minister goes out on private work beyond a radius of 25 kms in the conveyance he shall be charged at the rate of [the propulsion charges as prescribed or orders issued by General Administration Department from time to time for the Government Vehicles] [Substituted by G.S.R. 7, dated 13-6-1990, Published in Rajasthan Government Gazette part 4-C (Extraordinary), dated 14-6-1990, page 14.] per Km. in respect of the journey Performed.
(4)[When a Minister needs a conveyance for touring beyond a radius of 25 kms. of Jaipur he shall be provided with a motor car at Government cost. When the journey is Performed in such a motorcar, he shall, irrespective of whether he returns to the headquarters on the same day or not be entitled to halting allowance as follows:-
(i) If the absence from the headquarters is more than eighthours. One halting allowance
(ii) If the absence from headquarters is more than four hours,but not more than 8 hours. Half halting allowance
(iii) If the absence from the headquarters is not more thanfour hours. No halting allowance:
Provided that not more than one halting allowance shall be admissible for every absence of 24 hours from the headquarters.
