Section 18(1) in The Manipur Panchayati Raj Act, 1994
(1)The Deputy Commissioner shall, for the conduct of the election,-(i)divide the area of the Gram Sabha into territorial constituencies in such manner that the ratio between the population of each constituency and the number of seats allotted to it shall, as far as practicable, be the same throughout the Gram Sabha area;(ii)determine the number of seats allotted to each constituency.
