14. Grant of passes.
(1)A pass for the import, export or transport, of intoxicating liquor may be issued by the Commissioner or any officer authorised by him in this behalf.(2)A pass issued under sub-section (1) may be either general for definite periods and specified kinds of intoxicating liquors or special for specified occasions and particular consignment only.(3)A pass under sub-section (1) may be issued only for the purposes of imposing and collecting duty or ensuring conformity with licence requirements and any other requirements under this Act.CHAPTER-IV Licences, Permits and Passes
