Section 275(2)(c) in The Navy (Pay And Allowances) Regulations, 1966

(c)The grant of refund of initial or renewal outfit allowance to these officers seconded or reverted from one service (that is to say, Army, Navy or Air Force) to another shall be regulated in accordance with the orders issued by the Government from time to time.
