Section 16(1) in The U.P. Forest Department Draftsmen Service Rules, 1980
(1)Recruitment by promotion shall be made on the basis of seniority subject to the rejection of unfit through a Selection Committee comprising-(i)Chief Conservator of Forests, Uttar Pradesh,(ii)Conservator of Forests, Headquarters, and(iii)Conservator of Forests, nominated by Chief Conservator of Forests.
