Section 17(3) in The U.P. Air (Prevention and Control of Pollution) Rules, 1983
(3)Where a Government servant is appointed as Member - Secretary the terms and conditions of his service shall be regulated by the rules or orders of the State Government issued from lime to time relating generally to appointments in foreign service.
