Section 8(a) in Tamil Nadu Panchayat Development Engineering Subordinate Service Rules
(a)For the purpose of appointment, reversion or discharge for want of vacancy and re-appointment of probationers and approved probationers and appointment of full member as Overseer or Road inspector, as the case may be, each revenue district shall be the unit.
