4. Filling up of vacancies and power to function.
(a)If the non-official member of the Board referred in Regulation 3 above, is absent for two consecutive meetings he shall cease to be a member of the Board and in his place another member may be appointed for the unexpired portion of his term of office.(b)The Board shall have power to act notwithstanding any vacancy either temporary or otherwise, on its membership.
