(1)The Executive Officer, may, by notice in writing, require the owner, lessee or occupier of any building or land in the cantonment, which appears to him to be in filthy or insanitary state, within twenty-four hours to cleanse the same or otherwise put it in a proper state, in such manner as may be specified in the notice.
