Information sought:
1. Provide a copy of citizen charter showing all about the time taken for delivery of the following from the time of their booking & how will the sender know officially that the addressee has received the following & write the exact & approximate time of arrival of each of them with the addressee as acknowledged by the postal department:
a) Speed Post letter without acknowledgement.
b) Speed Post letter with acknowledgement.
c) Speed Post parcel with acknowledgement.
d) Speed Post parcel without acknowledgement.
e) Registered parcel without acknowledgement.
f) Registered parcel with acknowledgement.
g) Registered letter without acknowledgement.
h) Registered letter with acknowledgement.
i) Ordinary parcel with acknowledgement.
j) Ordinary parcel without acknowledgement.
2. Inform in each of the above said case (a) to (j) as given in para '1' what the postal department & who takes what measures to satisfy the sender under the following cases
a) If the postman does not go to the address & false informs house closed.
b) If the postman went & handed over the letters or parcels to a minor in the house who threw the same & lost or to a neighbor who does not have good term with the addressee so the addressee ultimately did not receive the material sent by the sender.
Page 1 of 3c) How many times the postman goes to the addressee under whose supervision & for how many days the delivery post office keeps the letter or parcel with it in maximum.
3. Inform about all the schemes the postal department currently running for the public utility & use like financial bond, PPF etc.
4. Give a copy of pin codes for all over India in current use in the post offices or give a book if available also reply all post office need the public to write pin code of address of addressee while sending letter through speed post, how can the public remember so many pin code, has the postal department made, any publication in the national news paper in this regard if so write the name of news paper & date of publication. This application may be shown to the concerned higher authority to reply in this regard. Person who do authority to reply in this regard. Person who do not have interest knowledge of internet facility how will they know. Do you have given all copies in internet; give the hard copy to the applicant after giving access for inspection of the same.
5. Write how on which side (front/back) the sender for 'From' & for addressee for 'To' will be written in speed post or registered letter & where postal stamp in which side be affixed & the reason of the same currently in practice.
6. Inform when public send any speed post letter should the booking or concerned postal employee write the entire address of the addressee on the receipt of speed post as given by the sender? If not then how the sender will produce as proof in a court if so required & if yes then if address require more area/plane than the area/plane available in the small speed post receipt.
Grounds for the Second Appeal:
The CPIO has not provided the desired information.

The following were present Appellant: Mr. Ajit Kar M: 9810521881 Respondent: Mr. Meena Dutta CPIO's representative M: 9910644469 The appellant stated that he needs the following information:
(1) Clear and legible copy of citizen charter. (2) Answers to queries listed under Q. No.1 (a) to (j). (3) Copy of circular(s) issued in respect of Sections 49, 51 & 53 of Indian Postal Act 1898, if however, no such circular(s) has/have been issued that should be clearly intimated. (4) Details of schemes run by the postal department like PPF, financial bond, etc. (5) List of PIN code all over India.
(6) Whether any instructions have been issued to counter clerks to write complete address of the addressee and the sender.
The CPIO's representative stated that citizen charter, list of pin codes and details of schemes run by the postal department are displayed on the website www.indiapost.gov.in, however, she will provide copies of the same. She further stated that other information as available on record will be furnished.

As agreed by the CPIO's representative she should provide the information as above to the appellant, free of cost, within 15 days from the date of receipt of this order.
The appeal is disposed of accordingly.
