Section 2(i) in Punjab State Electricity Regulatory Commission (Open Access) Regulations, 2005
(i)"Open Access Customer" means a consumer permitted by the Commission to receive supply of electricity from a person other than distribution licensee of his area of supply, or a generating company (including captive generating plant) or a licensee, who has availed of or intends to avail of Open Access;
