Section 36(1) in The Mizoram Autonomous District Council (Constitution and Conduct of Business of the District Councils) Rules, 1974
(1)The Deputy Chairman and any temporary Chairman, when presiding over the District Council, shall have the same powers as the Chairman when so presiding, and all references to the Chairman in these rules shall, in such circumstances be deemed to be references to any such person so presiding.
