75. The Common Seal of State Council.
(1)The Common Seal of the State Council shall be kept in a box having two different locks and the key of one of the locks shall be in the custody of the President and the key of the other lock in the custody of registrar.(2)The seal be affixed only by the order of the State Council, or when the State Council is not sitting by the order of the Executive Committee, but its use by the Executive Committee shall be limited to such acts as may be necessary to carry into effect the powers conferred on it by these rules or delegated to it by the State Council.(3)Any order for affixing the seal shall state the object of its use and shall be entered in the minutes of the State Council or of the Executive Committee as the case may be.
