Section 5(iv) in The Rajasthan Municipal Service (Revised Pay Scales) Rules, 1970
(iv)Where the fixation of initial pay in the revised play scale carries the initial pay beyond the stage of efficiency bar in the revised pay scale, such efficiency bar shall be deemed to have been crossed.
