Section 385(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)The Commanding Officer of the ship on whose books the officer is borne, shall be the competent authority to countersign travelling allowance claims before forwarding them to the Controller of Defence Accounts (Navy) for payment.
