Section 6(2) in U.P. Zila Panchayats (Formation of Committees) Rules, 1997
(2)If the number of the candidates for a committee is less than the number of the members to be elected, the Adhyaksha shall declare all such candidates duly elected on that committee. Steps shall be taken afresh for the election of the remaining number of members.
