Section 3(1) in The Orissa Civil Services (Classification, Control & Appeal) Rules, 1962
(1)These Rules apply to all Government servants except-(a)persons in casual employment;(b)persons subject to discharge from service on less than one month's notice;(c)persons for whose appointment and other matters covered by these rules special provision is made by or under any law for the time being in force, in regard to the matters covered by such law; and(d)members of the All-India Services.
