Section 7(b) in Andhra Pradesh Teachers (Regulation of Transfers) Rules, 2013
(b)The Teachers who have enrolled 100% children in the school and who have taken steps to reduce the drop out rate / out of school children, and also who are regular to school, sincere in discharging duties are eligible for ten (10) points. Provided they should enclose a certificate issued by the State Project Director, RVM (SSA), Director, RMSA, Hyderabad.
