10. Refusal to issue a new licence or renewal of an existing licence.
(1)The Controlling Authority shall pass an order either refusing the grant of licence or renewal of an existing licence, after making such inquiries as it considers necessary and giving due reasons thereof on which licence is refused within a period of thirty days from the date of receipt of application complete in all respects:Provided that no order of refusal of any licence shall be passed except after giving the applicant a reasonable opportunity of being heard.(2)The Controlling Authority shall intimate to the Superintendent of Police of the respective district about refusal of a licence or renewal of an existing licence thereof, as the case may be, for his information.
