79. Honorarium and allowance etc. to President and Vice-President and travelling allowances to members. - (1) Subject to the provisions of this Act, the district panchayat shall pay to its President an honorarium at such rate as may be prescribed.
(2)(a)The President shall be entitled, without payment or rent, to the use of residence, in the headquarters of the panchayat or with the previous sanction of the State Government at any other place in the district throughout his term of office and for a period of fifteen days immediately thereafter, or in lieu of such residence house allowance at such rate as the State Government may determine by a general or special order.(b)No charge shall fall on the President personally in respect of the maintenance of any residence provided under this sub-section.(3)During the leave or absence of the President, the Vice-President shall be paid such honorarium and allowances as may be prescribed.(4)The President of the panchayat shall be paid a conveyance allowance or permanent travelling allowance or both at such rates and upon such conditions as the State Government may by order determine from time to time.(5)The Vice- President, and members of the panchayat shall be entitled to travelling allowance while touring on public business at such rates and upon such conditions, as may be determined by rules made either prospectively or retrospectively.
