Section 44 in The Orissa Panchayat Samiti Election Rules, 1991
44. Declaration of the result of voting.
- Upon completion of the counting the Election Officer shall declare the result of the election of the Chairman in the following manner, namely :(1)If there are two or more candidates, the one who secures the highest number of votes shall be declared to be duly elected.(2)In the event of an equality of votes between two or more candidates, the Election Officer shall draw a lot in the presence of the members and the candidate whose name is first drawn shall be declared to have been duly elected.
