Section 35(3) in The Orissa Municipal Delimitation of Wards, Reservation of Seats and Conduct of Election Rules, 1994
(3)The [Presiding Officer] [Substituted vide O.G.E. No. 1106 dated 7.6.2008.] shall keep order at the polling stations, shall see that the election is fairly conducted, shall regulate the number of electors to be admitted at one time and shall not allow any other persons except-(a)the candidate and at each booth one agent of each candidate at a time (hereinafter referred to as the Polling agent) appointed in writing by the candidate with the prior approval of the Election Officer;(b)the police or other public servants on duty; and(c)his own clerks and such persons as the Polling Officer may from time to time admit for the purpose of identifying electors;
