“That the House do now adjourn.”             महोदया, मैं असम के इस विषय पर बोलने से पहले सदन के नए नेता और गृह मंत्री शिंदे जी का अभिनंदन करता हूं कि उन्होंने यह जिम्मेदारी सम्भाली है। मुझे इस बात की खुशी है कि आज की इस चर्चा के समय प्रधान मंत्री जी भी उपस्थित हैं। क्योंकि एडजर्नमेंट मोशन केन्द्रीय सरकार की किसी विफलता के ऊपर होता है। असम की साधारण स्थिति में तो हम असम सरकार की चर्चा ज्यादा करते।    लेकिन अध्यक्ष महोदया ने मुझे इस एडजर्नमेंट मोशन का कंसेन्ट देकर मेरे ऊपर एक प्रकार से जवाबदेही डाल दी है। मेरी ओर से चर्चा का केन्द्र-बिंदू यह है कि केन्द्र सरकार का क्या दायित्व रहा है, जिसके कारण हम समझते हैं कि जो घटनाएं इन दिनों आसाम में हुई हैं, उनमें यह विफलता मुख्यरूप से केन्द्र सरकार की है। इसीलिए मैंने कहा कि मुझे बहुत खुशी है कि प्रधानमंत्री डा. मनमोहन सिंह जी यहां उपस्थित हैं और यह इसलिए भी उपयुक्त है कि पिछले 22 सालों से डा. मनमोहन सिंह जी अगर संसद में हैं तो वे आसाम के प्रतिनिधि के रूप में भी हैं। दोनों दृष्टि से इस बात का महत्व है कि वे और हमारे नये गृह-मंत्री दोनों यहां उपस्थित हैं। हम चाहते थे कि प्रातःकाल 11 बजे ही इस पर चर्चा शुरु हो और कुछ हमारे मित्रों ने सस्पेंशन ऑफ क्वेश्चयन आवर का नोटिस दिया था। उस समय मैंने देखा कि आज के हमारे गृह मंत्री और पूर्व-गृह-मंत्री जी बैठे हुए थे। मुझे लगा कि यह संयोग की बात है और अगर चर्चा इस समय शुरू होगी तो ये सभी के सभी होंगे।
