So, I want that more and more people participate in this discussion in order to know how to improve the quality of higher education. With this, I move this Bill for consideration and passing.

“That the Bill further to amend the National Institutes of Technology, Science Education and Research Act, 2007 be taken into consideration.” KUMARI SUSHMITA DEV (SILCHAR): Thank you, Deputy Speaker, Sir. Hon. Minister has given us a lengthy introduction. In that introduction, like any government of the day would do, he has highlighted the achievements of this Government in setting up institutes and said that they must be made into institutes of excellence. But I have to say that in any democracy while the Treasury Bench is bound to highlight the positives of any policy or any ministry, we owe to the nation as Members of the Opposition to point out the challenges of that very ministry of that very field. I think the entire House will agree that education is the backbone of this country and technology and technological capabilities will be the backbone of this country.
HON. DEPUTY SPEAKER: Our syllabus is an old syllabus. We are still following that. That is the problem.

KUMARI SUSHMITA DEV: I met Shri Javadekarji last year with a very heart-breaking problem. The heart-breaking problem was that last year 3,195 seats fell vacant, whether it is NIT, IIT, IIIT and these institutes. It is a huge waste of national resources. I had met you. It is my request that ‘जौसा’ को बनाए हुए अभी काफी वक्त हो गया है। अगर ‘जौसा’ के बनाने के बाद भी हम इंजीनियरिंग कॉलेज में वेकैंसी भर नहीं पा रहे हैं, तो शायद ‘जौसा’ की वर्किंग में परिवर्तन लाने की जरूरत है।
